Bolivia is supposed to be working itself toward some sort of socialist paradise last I checked. I guess a little more work is needed.

It does say something that a wheelchair bound person can riot though. I mean if you think about it.
Yes, and they look very angry.
Without knowing the details of the situation, it says something about Bolivian culture that their reaction to a planned rally by handicapped people is to bring out the the riot police.
